Stuck in metal fortress

I've done everything. I've even fought the twin dragons twice. But I can't get out. Ocarina is useless--it keeps bringing me back to the Royal place rather than the beginning. How to get out? I'm running out of supplies.
Never mind! Made it out! Beat the twins three times...

You must not have the most current build. I'm pretty sure Indy fixed that bug with being able to spam the Twin Dragons.

It's possible to go back to Evil Shrine after you have being at the Metal Fortress?
I have 2 unsolved things to do there, to buy Ernest the stuff at Evil Office (didn't have the gold to buy at the time) and have Lexus sit on the Torture Chair, Please let me know

If you get the Devil Card relic, you can go back to the Evil Office, but not the rest of the Evil Shrine. I could be mistaken, but I don't remember being able to buy anything when I went back using the Devil Card. The things you mention are both optional, and should be done before leaving the Evil Shrine for the last time.
