he's at the port of rillia, you can go there by paying kevin the explorer.
he joined my party after giving him the grandiose axe, that I found in Atlas Caves

You can also offer him another axe that you get when fighting the pirates in the other side of the port of Rillia. in you haven't gone to the Atlas Caves yet. I used Batabog fignting in the caves because of his axe abilities. lol --vodunlady
