3 dragon quest

What level do you need to be to activate this quest from the fighters guild? Do you need a certain amount of money also? Thanks in advance. This is a great game!

I think I was around level 50 to trigger the 3 dragon quest.
I then wandered off the the snowy area, played the box & got massively owned.
So will be returning there a LOT later methinks.
