It's in the Atlas Cave. 2nd level I believe. On the Right hand side of screen of the right hand room there's an almost invisible entrance to another room and it's in there.

Halberd is in the Atlas Cave... 2nd floor... 2nd room to the right. You get to it over on the right hand side of the 1st room to the right.. have to look carefully!
