I found the colonel, got the bottle of stuff and gave it to the doctor. Now he says he can't help me. Did I miss something? How do I get passed the dudes to the stairs?

When he asks you what you want, you have to answer the third answer twice. Don't remember what it was, but believe it's the third answer.

You have to tell him that you want to skip school, in order to get the certificate
