Is it located in the snowy lands area or would this quest be able to be completed at a later date like the recipe one.

Also are there any secret rooms that you only have one chance to find or can you go back and forth through all of the cities and areas?

There are at least 2 I found so far that I am quite sure are one time only rooms.

The silk ribon is in a barral in a building can't remember what the building was called but it had a guard in it to the right of when you first come into town.
