I can't get back to the stairs of nevenmore cause 2 guards say i must talk to dr. dyper but he says wait your turn. So now what?

I swear, I have no idea why, but I can't find Merlin! I remember speaking with him the first time around, but I've been wandering around for a few hours now (so that I can ask him for help with Dr. Dyper), and it's like he's disappeared into thin air. Could someone remind me where his office is, so that I don't go mad like the residents...

you should see a little dwarf in the corner of that main room where you go to see dr dyper.
if you talk to him he'll give you help with dr dyper and where to go next/who to see
