Guardian Headquarters?

Has anyone been able to access the guardian headquarters? When we first get lisa she says she will be a gurdain in three years, I am not sure if that means we can enter after she gets a higher level.

I tried to enter in my quest to find the king dragon after finishing main quest. The response was exactly the same as the 1st time I tried to enter there. So I'd say no, you can't enter their headquarters.
