so, i've found the metro, i've gone to all the possible stops including the hotel and have been to each floor but there is no colonel! is he behind the locked door on the ground floor? and if so how do i get in?

He's definitely in the Hotel. Make sure you have FULLY explored all floors and all areas.
Sometimes it's easy to miss an exit to a higher floor.
