If the "Flower Scroll" from the botanist is greyed out, are we too late to complete that quest?

The flower scroll isn't a usable item, it just puts an arrow on top of flowers you need to collect from the swamp.

Is there a map available for the flower locations? I can't find the third and last one.

Isn't there supposed to be a big bad creature to destroy in the swamp? Who do I speak with to activate this quest?

Speak to someone in the Fighter's Guild to get the quest and the item you need to attract the creature.
