what characters don't do enough to pay for upgrading them to a high level?

They're all useful (mandatory, even; if you plan to do the Coliseum tournaments) and you should spend some time making everyone level up. Fortunately, if you've been neglecting a low-level character, he or she will easily catch up with the others if he/she is in the party while the party kills high-level monsters (the amount of experience needed to gain a level increases with each level, so a low-level character who gets experience from high-level monsters will level up very quickly).

A good place to level is in the Team Tourneys....5000+ exp per tourney
