Let's start with where you seem to be lost. If you are still by the harpies and the gate you can't get through because of the guard--then these are the steps:
go back to center of town where all of the fountains are and head south/down and exit out the center of the bottom. When the screen changes so that you are in the lower part of the town, you need to head right (have you been to the fighters' guild? go to that area).
When you are in front of the fighters guild, go to the right and you will be in the port area of Adretana.
The ghost is in the port office, which is at the bottom left of the port area, inside the building toward the back/top of the rooms.
I'd rather be a could-be if I cannot be an are; because a could-be is a maybe who is reaching for a star. I'd rather be a has-been than a might-have-been, by far; for a might have-been has never been, but a has was once an are.
