You mean the guy mounted on the griffon that takes you to Adretana? He's in the 1001 Lakes area towards the top-left. Go to the four-way intersection with the signposts, just a screen above where Louis joined. Then go one screen up, then one screen left. He's in this area towards the top.

That's in chapter 3 though, so I'm not sure if we're talking about the same thing.
