What do I need to pull that sword out , thats in front of the dome?

I think you need the Over Titan Gloves to be equipped. Don't know for sure where you get them but I'm thinking the first items shop at the entrance of town or the weapons shop or they may be at the house that Herbert and Joshua enter. Check your inventory maybe you already have them.

Also try to boost your strength as much as you can
