What's the trigger for this?

I have the deliver goods quest. I talked to the transport guy just south of adretana and chose the "next" option, but he doesn't bring up baretta's shop.

How do I get there?

You get access to Baretta by completing Fighter Guild quests and then asking Floyd about 'rewards'. I believe you need to complete both of these quests to get a reward though: 'Unlock the chest (Q114)', and 'Kill the creature (Q115)'.

At that point he would tell you Baretta's location.

Baretta is a Laxius legend lol
