i visited balladine in tower squer to buy dragon slayer rank (3000) but all she says that she cant see anyone for this spell.
i try higher rs and st but nothing, and nobody in the party can learn it.
some help if can? tx

Maybe you don't have resistance enough.

If you're getting the "...cant see anyone for this spell" message, are you sure Random hasn't already learned it? That message just means that everyone in the active party that can learn the skill already has learned it.
The 3000g skill in question is called Dragon Tomb, and requires 1000ST, 700RS, 580SP, and 500MN to learn. So with those stats you would already have learned the skill.
