Galmond at Eastern Counter

Where is this guy? I have tried to talk to the guy at the transport where you paid him 1,000 gold to go west (where you picked up Askhbar) but Askhbar keeps interrupting. I have tried going far east of Mt. Zulle bu that is the Reborn Counter (by the institute) I have traveled in the ice crawler but can't find a counter or any one to talk to.

Please help! This is getting frustrating

I should add that this is in Chapter 3. The walkthrough says:

"72. Talk to Galmond at the eastern counter. Apparently there is a huge snow monster hanging around. It could be quite dangerous if it came into town. We should help find it. Go right one screen and use Random's gossip spell for more clues. Apparently there's a new path through the trees covered with snow. It will give you the option to go there. It will cost lots of food rations."

Galford is in the area just before you reach town, where's there's the one lone house.
From where you first started the chapter just head left one screen and you'll find him there: (I think he's outside the cabin, but just talk to everyone inside and out and you'll eventually find him.)
