Persuasion points missing

can i finish the game without persuasion points?beacuse i cant find the hooded man in mt zulle and i believe he is below in indinera glade that i followed in the walkthrough..but nothing appears so i continue the game if it possible to complete the game with a 0 persuasion points?

Yes, is not mandatory to get ANY Persuasion Points.

What I meant is that you can complete the game without the points, but of course you won't be able to complete some quests later.

i only have 4 of 100 mercantile points..i'm still lacking of it.

The Thief Guild is the single largest repository of persuasion/burgle/stealing/mercantile/perception points in the game. If you're missing points, it almost always goes back to the Thief Guild as the cause, since the rewards there are very easy to miss.
