Center of the world

Is it possible to go back there after completing hyperbole part? I dont think i have the rune finder skill and looks like it is required to get the runes

Also, can we use air balloon only in center of the world area?

You can't go back to the Center of the World. I tried. Glen says he just wants to get out of there.

The balloon will be available on most of the regular maps after you finish the Savioropolis part of the quest.

The only place I found it so far was at the Center of the World but the list by Titaness and all says that it is also in Izuma.
That's the town southeast of Savioropolis.
