As you will see in the game, there are 3 levels of "expertise" your characters can reach in a skill.
Not all the characters can be Guru, or even Master, in all the skills.
Also, you have to be Expert to be able to become a Master, and Master to be able to become a Guru.
The effect of the skill is explained when you read its description (in the main menu, check "Skills")

Huh, there a lot of skills! I feel that the insipration is from the Might & Magic series.

Does every character need to be a master or guru in the same skill since it costs so much money lol Or can you pick and choose who gets what skill. I was just wondering if it will affect the game if you chose only one character to upgrade in each skill.

It wholly depends on the skill.

For instance there can be only one person Scout (ie preventing the ambushes).
But all need to have Eye of the Tiger if they all want to attack before the enemies.
