where is the elder inside saviorpolis where i must speak to the elder for the third orb?

If you are in Savioropolis the elder like Indinera said is in the chimney in the tower. The tower is in the right part of the town. You need to explore the town a bit more. You come to an area where you need to go up and there will be two fairies at the entrance. Enter and if I remember there is a chimney to the left and you enter there to meet the elder.

This town is a bit confusing and it took me some time to find him. You are probably not the only one having some challenges finding him.

i tried both the top and the bottom rooms
just dun see the elder or even talk to it

In the bottom room, where the fairy is wandering around cleaning there is a fireplace in the upper left corner.

Click on the fireplace and you will be in another room with the elder.
