As was said at the end of Millennium, Lord Dragon needs to rule next five years, because he needs to finish some plans. That certainly means that he has some opponents, people who want to stop him, too, not because of some peasants, but because they would like to be in his place. And I assume that these people have heard about Marine and want to help her (something like "The enemy of my enemy is my friend").
Or, there are two other alternatives I can think of - 1) The letter is from Marine's mother (or someone who knows where Marine's mother is).
2) It's from the assassin, and it's a trap.
