Hi i finished the game 1st time in Utopia mode, and was going to play it again, i was very dissapointed that u dont get the character levelled up when they dont play since the enemies dont reappear

What you mean?

What Savyna means is that she's disappointed with non-recurring enemies...I guess

That is because you are meant to make a choice in the characters you desire to pick for your party.
