Flare crest Bug

I have been to Amri where it is supposed to be and it was there but I didn't pick it up then when I went back it never showed up again. Does it only show up randomly ?? I am getting ready to go into the cubes and I would like to have all the relics and artifacts and this is the only one I am missing. Please help

I think it only shows up once and if you didn't pick it up by then you probably missed it.
