are you talking about the quest from the aqua guild? or the ones the prisoner lamia are talking about?

Where is the Aqua Guild? I am in Kondler at the Trial so am hoping I find it after that and did not miss it? I am kind of at am impasse right now!

It'll still be a while until you get to it. When you do though, it's up some stairs near the beginning of the underwater thang.
