I hope its not.
I do have alot of uncompleted sidequests in Adretana but I hate the backtracking and enormous size of that city. I much loved the first game as completing the sidequests didn't feel like a chore as there were only so many to complete and quick to do in the smaller towns.
I hope soon I will be able to teleport anywhere in the world as I left some places unexplored that had much harder enemies such as the ruins of Metrolia.
