I found the cat twice in the inn. It ran away and didn't speak. I am not sure who I had in my party.
I put Mel, clea and jordan in party to look for cat in palace as side quest post suggested.
I can see cat on roof of palace yard but can't get to it to speak.
Post said quest would complete even if jas in party when you first see cat.
How can I get to it and finish quest?

No, not when you first see her.
You must continue hunting her. Just search the entire building.
I overlooked the exit to the balcony at first. When you go up some stairs there's an exit at the bottom wall. Have you seen that?

if you mean the castle yes I have found the balcony. I have gone away and come back and the cat is still on the roof in the castle yard.Maybe if you have jas in the party when you first see the cat at the inn you can never get it to speak to you.

No, I'm talking about the hotel. That's the only place where you can get to talk to her.

if you talked to her two times... by memory she should be in the same room you first found her in (but near the stairs)

The shapeshifter cat is a different one from the ceiling of the castle.

Yeah would be a very cool character. Has everyone tried doing it with every school and every different characters? Would be very hard, but worth it.

she isnt, indi has said 31 characters total, in my thread we have found 31, (one of them is still technically unverified, but i feel pretty certain that anita the cat isnt playable, as much as i wish her to be)

the blue girl from the house of wonders, the one who wont talk to you.. apparently you can get her as a playable character, but it may require killing jassie at the start of the game (so ill save verifying her for my third playthrough)
