XTreasure Seal

My Matthias has 17 liberator orbs and still can't unlock Xtreasures. What have I done wrong? How can I fix this?

He learns it at 18 Liberator Orbs and you can check to see if he learned it by looking at your Field abilities on Mathias. I hope this helps.
