Louthros and the Born Survivor Skill

Louthros' Born Survivor skill... What's it all about? Very early in the game I had 12/60 skill points. Maybe that's what I started with. It's never increased from that 12. It's always available. I select it and the enemy is damaged, but the skill points never advance from 12. Can someone explain this skill to me?

Need bleeding involved - either on the enemy, or Louthros himself.

EDIT: also if he's poisoned - basically anything that gets the boosted damage instead of the normal one.

Thanks. The description doesn't say it's mandatory, just that that state gives increased damage. I'll try to advance it now.

Yep. Works a bit like many of the NOTS skills.
