Observant mode?

How do I put Spark in observant mode? It doesn't appear in his skills list. I see references to choosing it as a fighting strategy, but not sure how to access that either.

If I remember correctly, Spark doesn't come with this right away, he learns at LV 15. It is called Fighting Strategy or something.
