After Chapter 1 is over, is it ever possible to return to lizardmen territory and kill the gaia hydra when I'm at a higher level?

No, unfortunately you never revisit that area again. You might try using attack items more liberally, potentially even ones you may have bought at the Numanuma merchant .You can grab the status boosts from the Fairy and avoid combat with anything else so they don’t wear off before your Hydra fight. You can pre-buff your party with skills and/or items that inflict status boosts on your party as well.

You could also just leave it alone. Neither the gold nor the item is pivotal to your future success.

Thanks! That's sorta what I ended up doing. . . using some stronger items and defeated it. I just don't have the patience to get to level 30ish in the first chapter. I got to 23-24 this time and was content with that.
