Georgia's ice mage

I have the quest from Georgia to talk to an ice mage. The walkthrough says he could be anywhere in the area. I've covered the town top to bottom several times without finding him. Any tips?

I believe that quest is referring to the mage that appears in the Kenezzear Guard area with the Grannies. It’s in the Eastern 1001 Lakes area, in a cave. The walkthrough covers it towards the end of step #11; he's the guy that gives a MN boost to multiple party members.

And yeah, the in-game quest log actually says he could be anywhere, and it looks like the walkthrough mirrored that advice.
