Does it matter if you see him before you trigger the quest?

Ok I am still not finding Bokden for the last time, I found him with the girl and decorations, plus everywhere else, but I haven't found him since. I went to green grass fields temple and went into the water at far left of screen and everywhere else and still can't find him, any help would be very appreciative!

she'll issue Bokden's challenge of finding him and that triggers the quest

This only works after you've defeated the gripphin and are taken back to Green Grass! That's where I got stuck for the longest time!
