Where is This Cholette?

I have made it to within sight of Terry in jail but can't get past the last few gates - I don't know how I've missed this character so far, I've heard her referenced in a few cut scenes but I am totally confused. PLz help.

after scouring the cave i have come to only one gate i can not open over, the one you get to by jumping across the cheese arrows

am i missing something glaringly obvious?
